FPSC is one of the most searched terms among candidates who want federal government jobs in Pakistan. Students hear about FPSC advertisements, FPSC one paper tests, the CSS exam, FPSC past papers and FPSC interviews, but many are not clear about what FPSC actually does and which jobs come through it.
Understanding FPSC is the first step before starting preparation. Once you know the role of the Federal Public Service Commission, the difference between General Recruitment and CSS, and the current test format, your study plan becomes much more focused.
What is FPSC?
The Federal Public Service Commission (FPSC) is responsible for recruiting civil servants for the Government of Pakistan. It fills vacancies in federal ministries, divisions, and attached departments — bodies such as the Federal Board of Revenue, FIA, ASF, Pakistan Railways, the Ministry of Defence, and many others.
FPSC is a recruitment system, not just an exam name. A candidate usually has to read the advertisement, check eligibility, apply online, appear in a screening or written test, and then — for shortlisted candidates — complete the remaining selection stages that the advertisement prescribes.
FPSC General Recruitment: Federal Jobs in BS-16 and Above
Most FPSC advertisements fall under General Recruitment. These are post-specific recruitments for federal civil posts in BS-16 and above. Clerical and lower-grade posts below BS-16 are filled departmentally, not through FPSC.
General Recruitment covers a wide range of posts: Assistant Directors, Inspectors, Assistant Professors, Medical Officers, Custom Inspectors, Intelligence Officers, and many technical and administrative positions announced in FPSC’s monthly advertisements.
Under the policy effective 21 September 2025, FPSC General Recruitment is MCQ-based:
- The screening test carries 100 MCQs in 100 minutes with 0.25 negative marking for each wrong answer, as set out in the FPSC General Instructions updated on 12 August 2026.
- Fixed qualifying thresholds apply: 40% for BS-16 and BS-17 posts, and 40–50% for higher grades.
- Descriptive tests for General Recruitment posts (BS-16 to BS-21) were abolished from 21 September 2025, so these recruitments are now MCQ-only.
CSS: The Examination FPSC is Most Famous For
FPSC also conducts the CSS (Central Superior Services) competitive examination, the BS-17 entry examination into occupational groups such as the Pakistan Administrative Service, Police Service of Pakistan, Foreign Service, Customs, and Income Tax.
Before the written CSS examination, candidates pass through the MPT (MCQ-Based Preliminary Test) screening:
- 200 MCQs in 200 minutes, with 33% (66 out of 200) required to qualify.
- The MPT has no negative marking, and attempting it does not consume one of your CSS attempts.
- CSS itself allows a maximum of 3 attempts, within the age limit of 21–30 years (calculated on the cut-off date, with relaxation only for the categories the rules specify).
The written CSS examination carries 1,200 marks — 600 in compulsory subjects and 600 in optional subjects — followed by a 300-mark viva voce. Read the full breakdown in our guide to CSS compulsory subjects and check your position with the CSS eligibility guide.
FPSC Age Limits in Brief
For General Recruitment, the usual upper age limits before relaxation are 28 years for BS-16 and 30 years for BS-17 posts, with a 5-year general relaxation available to candidates under the federal rules. Government servants with at least two years of continuous service receive a longer relaxation, up to the age ceiling the rules prescribe. The exact limit for a post is always printed in its advertisement, so read the FPSC age limit guide and the advertisement together before applying.
How is FPSC Different from PPSC?
PPSC recruits for one province — Punjab. FPSC recruits for the federation, so its posts can be located anywhere in Pakistan and its advertisements are open according to the quota and domicile rules printed in each notice. Best Way to Prepare for FPSC
FPSC preparation works best when it follows the commission’s actual format:
- Read the advertisement and the official syllabus for your post first.
- Build the common core — English, General Knowledge, Pakistan Studies, Islamic Studies, Current Affairs, and Everyday Science.
- Solve FPSC past papers to learn the question style of your post family.
- Revise the questions FPSC repeats: GK360 has counted them in the most repeated FPSC MCQs list.
- Practise in the real format — 100 questions, 100 minutes, with negative marking — through the GK360 Quiz Builder.

Common Mistakes Students Make in FPSC Preparation
- Preparing a descriptive-test strategy for a General Recruitment post that is now MCQ-only.
- Guessing blindly without accounting for 0.25 negative marking.
- Reading the advertisement after starting preparation instead of before it.
- Ignoring the qualifying threshold and treating the screening test as a formality.
- Using one generic book list for every post family instead of the post’s own syllabus.

Final Advice
FPSC is the gateway to federal service, whether through a BS-16 General Recruitment post or the CSS examination. Learn its current rules first, prepare against the syllabus of your own post, and measure yourself with timed practice. That combination is what turns an FPSC advertisement into an appointment letter.
